Becoming a Notary Public in New York City
New Yorks office of the Department of State, Division of Licensing Services, administers the states Notary Public program. New Yorks secretary of state commissions, or licenses, Notaries Public. New York does not require Notary Public training or education; however, the state requires applicants to pass an examination. New York Notaries administer oaths and affirmations; take depositions and affidavits; certify proof of deeds, mortgages and other documents; and perform duties related to payment of bills of exchange and promissory notes.

Investigate New York state eligibility requirements to become a Notary Public. Eligible applicants are U.S. citizens or permanent resident aliens. They also must be New York residents or individuals who maintain an office or place of business in the state. Applicants convicted of felonies are ineligible, as are applicants convicted of certain disqualifying misdemeanors.
2Study for the Notary Public exam. Learn the material in the Notary Public License Law brochure, which is provided on the Division of Licensing Services website. The one-hour, multiple choice exam covers New Yorks Notary Public law and terminology, and the duties and functions of Notaries Public. Current members of the New York Sate Bar or people who are court clerks in the New York Unified Court System are not required to take the exam. But they must pay the application fee for the Notary application.
3Locate an exam center and select an exam date. Visit the DLS website to view the exam schedule and locations for the current year. New York provides walk-in exam centers; candidates may register at the exam center on the day of their exam. The exam center requires candidates to pay a fee by check or money order, present government-issued photo identification and submit to thumb-printing before taking the exam. Plan to arrive early to ensure being seated.
4Answer correctly at least 70 percent of the questions on the Notary examination. DLS reports exam scores as passed or failed and does not provide number grades. DLS mails the exam results, also called "pass slip," and the Notary Public application to candidates who pass the exam. Exam results are valid for two years. Retake the exam if you receive a notice that you failed.
5Put the finishing touches on your Notary application. Submit the application to the DLS with your pass slip. Include your sworn and Notarized oath of office and the licensing fees. The oath may be administered by any person authorized to administer oaths. Full instructions and forms are provided with the application.
6Contact \ the county clerks office of your county of residence to learn when it receives from the secretary of state your commission, original oath of office and your official signature. The secretary of state approves Notary Public applications and forwards all information to the applicants county of residence. Notaries Public are commissioned in their counties of residence. The county clerk keeps a record of the commissions and signatures of Notaries who reside in the county.
7Obtain your identification card. It should arrive in the mail four to six weeks after DLS receives your application. The identification care lists your name, address, the county in which you are commissioned and your commission term. The commission term for New York Notaries Public is four years.
